Drive through some feral areas of Southwest Riverside county such as Perris, Romoland and Hemet and you'll see landlords optimizing their property. Two-and-three-acre lots are filled with dilapidated single wides, school buses, fifth wheels, huts and other unsafe structures loosely called shelter. Electrical, plumbing and sanitation codes are ignored by the authorities, but if a mom drives by in a mini van at five miles over the speed limit, she's a target and will be ticketed. Another example of The Two Californias.

"The County is offering landlords $500 for the first unit leased to someone or a family in need, and up to $250 for each additional leased. "

I assume they mean $500 PER MONTH though they neglect to say that. Also I'd guess that's the only money you will ever see.

Are you seriously considering the Home Depot shed? 
If San Diego has $500  or $250 per  month to spend I wonder if they can't find some of their own property and do this in less of a random fashion.
