Will the new San Diego County rent eviction moratorium restrictions on Landlords require Landlords to forgive all or partial rent to tenants until May 31,2020, or will they permit "skipped" rent to be collected later in all or in part by Landlords. 

This question arises as a side issue related to the County Supervisors & the San Diego City Council desire to pass a temporary Moratorium on rent evictions for residents & businesses in San Diego County until May 31, 2020.  Apparently the County Supervisors jurisdiction would cover the unincorporated areas of S. D. County.

Hard to say how this will be covered or worded, if at all, when the City Attorney sends the recommended language to the City Council for vote on the temporary moratorium tonight or tomorrow.  

Hope its not a total forgiveness of rent that small landlords like me have to suffer.

This S. D. County Supervisors is supposed to vote on these restrictions today or tomorrow.

ANSWER

S.D.City Council voted no rent evictions until May 31st due to non-payment of rent.  But renters still required to pay back any rent missed within 6 months, or sooner.

Plus to be eligible to not pay rent, Tenants must notify Landlord of their hardship by the date rent is due . Tenants then have a week to provide documentation of their financial hardship as related to the coronavirus outbreak.

I hope renters don't use this virus as excuse to somehow skip or get free rent.  As a small-time Landlord, I still have to pay my mortgage, insurance, taxes, repairs etc.

If your tenant is out of work for the whole month you expect them to pay you all of the rent? I dont think the courts are going to have much sympathy for landlords during this time.

Nobody like landlords.  Notice that the politicians didn't arrange to pay people's rent in times of hardship.  They simply stopped evictions.  By the time evictions are allowed again the only "good, smart consumer decision" will be to go bankrupt.  Watch for numerous articles explaining this. Ethical behavior can't compete with consumer behavior. Credit just allows you to dig too deep a hole before you have to take drastic action.  Re-read that real estate chapter on Capital Reserves.  Landlords with strong reserves will have a buying opportunity at the expense of landlords with weak reserves.  If you like used (discount to retail) luxury goods you are in luck.  In times of financial hardships those are the first to go.  RV's, boats, motorcycles, personal watercraft, collectibles (NO, NOT THE FRANKLIN MINT CIVIL WAR GENERALS COLLECTION!) and luxury watches will be selling for bargain basement prices.  Lot's of sellers, few buyers.

Many passive investors of funds and limited partnerships that are not conservatively leveraged will probably be feeling a lot of heat and pain. Combine that with sponsors or GPs who don't have full cycle experience and haven't been through a recession holding the same type of commercial property, and that's the combo for possible 100 percent losses.
